Brussels, 17 October 2017 – In September 2017, passenger car registrations across the European Union fell by 2.0%, totalling 1,427,105 units. However, it must be noted that September 2016 figures (the highest total on record to date) constituted a high basis of comparison. Momentum in some of the EU’s five key markets is starting to slow, especially in the United Kingdom (‐9.3%) and Germany (‐3.3%). However, these declines were partially offset by the solid performance of the Italian and Spanish markets (up 8.1% and 4.6% respectively). Over the first nine months of 2017, demand for passenger cars remained positive in the EU, with almost 11.7 million new vehicles registered – an increase of 3.7% compared to the same period last year. Italy (+9.0%), Spain (+6.7%), France (+3.9%) and Germany (+2.2%) performed well so far in 2017, although UK car demand fell by 3.9%. Noteworthy is the strong performance of the new EU member states, where registrations went up by 13.8% during the period.

Sales of electric vehicles and plug-in hybrids in China continue to gather steam, rising 79 percent to roughly 78,000 vehicles in September. EV deliveries soared 83 percent to 64,000 last month over September 2016 while plug-in hybrid demand jumped 62 percent to 14,000, the China Association of Automobile Manufacturers said. Through September, sales of EVs and plug-in hybrids totaled 398,000, up 38 percent. That sales figure includes 325,000 EVs and 73,000 plug-in hybrids. In China, only domestically produced EVs, plug-in hybrids and fuel-cell powered vehicles qualify for government subsidies. To date, no automaker has launched sales of fuel-cell vehicles. The Chinese government plans to end subsidies for EVs and plug-in hybrids by 2020. Despite that, EV sales are expected to remain robust as automakers attempt to comply with a California-style carbon credit trading program that takes effect in 2019.

FTA อาเซียน-จีน ป่วน กระทบแผนปั้นไทยขึ้นเป็นฮับผลิตรถยนต์ไฟฟ้าภูมิภาค เหตุซุกภาษี 0% รถอีวี มีผล 1 ม.ค.61 กรมศุลกากรปวดขมับภาษี 2 มาตรฐาน กระทบหนักทั้งนำเข้า-ผลิตในประเทศ "นิสสัน" ยื่นรัฐทบทวนด่วน! กลายเป็นประเด็นร้อนฉ่าขึ้นมาทันทีจากข้อตกลงเขตการค้าเสรีอาเซียน-จีน (ACFTA) นี้ หลังจากกระทรวงการคลังออกประกาศมาตั้งแต่ปี 2547 สินค้าภายใต้ข้อผูกพัน ACFTA จำนวน 703 รายการ มีอัตราอากรลดลงจากปีนี้แบ่งเป็น 2 กลุ่ม คือ 1.กลุ่มที่เคยเสียภาษีนำเข้าในอัตรา 20% 15% 12% และ 10% เหลือเสีย 5% และกลุ่มที่ 2 อัตราภาษีนำเข้าทั่วไปต่ำกว่า 5% จะมีตั้งแต่ 5% 3% และ 0% จะมีผลตั้งแต่วันที่ 1 มกราคม 2561 โดย 1 ในสินค้าที่กระทบอย่างหนักคือรถยนต์นั่งไฟฟ้าที่จะจัดเก็บ 0% นายกุลิศ สมบัติศิริ อธิบดีกรมศุลกากร กล่าวว่า สินค้าเกษตร รถยนต์นั่งไฟฟ้า (Electric Vehicle: EV) อุปกรณ์ส่วนควบคุมและอุปกรณ์เสริมสำหรับรถยนต์ไฟฟ้า แบตเตอรี่ เครื่องอัดประจุไฟฟ้า จะมีอัตราภาษีเหลือ 0% ตั้งแต่วันที่ 1 มกราคม 2561 ไม่นับรถเมล์ไฟฟ้า ที่ยังคงเสียภาษีนำเข้าในอัตรา 30% ซึ่งหากมีการนำเข้าจากจีนจำนวนมากก็จะส่งผลกระทบต่อผู้ประกอบการในประเทศ โดยเฉพาะการผลิตรถยนต์ไฟฟ้า ซึ่งรัฐบาลกำลังส่งเสริมและดึงให้ผู้ประกอบการผลิตรถยนต์ต่างชาติเข้ามาใช้ไทยเป็นฐานในการผลิตรถยนต์ไฟฟ้าของภูมิภาค
